Frank Bartoli

Frank Bartoli is the founder and CEO of PA Inclusive and Coffee Inclusive, with more than 30 years of successful non-profit leadership. His passion for disability advocacy began with his daughter Ellie, who has Down Syndrome, and inspired the creation of PA Inclusive so individuals like her could live typical, fulfilling lives. Ellie’s full inclusion in school and the community — from classroom participation to being named Pittston Area High School’s 2017 Homecoming Queen — became the foundation for the organization’s mission.
Frank has held leadership roles including Executive Director of The Arc of Delaware County, board member of The Arc of Pennsylvania, and president of The Arc Community Trust. He also served on the Governor’s Advisory Committee for People with Disabilities. His non-profit leadership includes years with the YMCA movement, and he provides consulting and grant writing through Bartoli Advocacy and Consulting Services. Frank holds a Bachelor’s Degree from Lock Haven University and a Master’s Degree in Administration from West Chester University of PA. He and his wife reside in Pittston, PA.
Billy Steiner
Billy brings more than 15 years of experience in financial strategy and accounting management to PA Inclusive, where he oversees the organization’s financial operations and strategic direction. Throughout his career, Billy has held key roles with prominent organizations including the New York Yankees, Legends Hospitality Management, ASM Global, RedBird Capital, and FOX Sports.
He holds both a Bachelor’s degree in Business Administration and an MBA from Wilkes University.
Billy resides in Courtdale, Pennsylvania with his wife, Jordan, and their son, Cameron.
Jessica Strackbein

Jessica graduated from Lackawanna College with an Associate’s degree in Human Services, a Bachelor’s in Behavioral Science from Misericordia University, and a Master’s in Psychology from Medaille University in Buffalo, NY. She has worked in the mental health field/human services field for over seven years. Before working at PA Inclusive, Jessica worked at the Northeast Regional Autism Center at Friendship House in Scranton, working with children and adolescents with autism providing Applied Behavioral Therapy in schools and the home. While working at Friendship House, she received 40 hours of RBT training from Florida Tech and training as a crisis text line crisis worker. Additionally, she assisted in property management for over ten years in the Scranton area. Jessica will attend the University of Scranton in the fall to continue her studies for the Board-Certified Behavioral Analyses advanced graduate studies certification program.
Huyen N Bartoli

Huyen oversees the Human Resources department at PA Inclusive, managing benefits, employee relations, internal documentation, and dispute resolution. She also led the launch of the agency’s first electronic health record system, Therap, and continues to oversee its integration, documentation, and training.
Her background includes procurement and materials management roles in the Oil and Gas industry in Singapore and South Korea. She is a member of SHRM and the SHRM PA Chapter’s Professional Development Committee, and recently earned certification from Cornell University as a Work Incentive Practitioner/Benefits Counselor. Huyen holds a bachelor’s degree in English from Hai-Phong University, Vietnam. Inspired by caring for her niece with Down Syndrome, she now resides in Pittston and brings her passion for inclusion to her work with PA Inclusive.
Anthony Melf
Anthony oversees select Transitional Employment (TE) programs and education initiatives that support young adults with intellectual and developmental disabilities, including autism and down syndrome. Programs include the Transition Academy Social Club (TASC) and Inclusive Transitional Employment Program (ITEP).
Professionally, Anthony has a background in workforce development. For eight and a half years, he worked with programs helping job seekers pursue new opportunities and continue their education, while working closely with the local funder to administer and execute grant programs and special projects in partnership with employers and community partners. Anthony holds a Bachelor’s Degree in Professional Writing and Communications with a minor concentration in Psychology from King’s College.
Anthony has a passion for helping people and supporting his community. He has been involved with several nonprofit and community-based organizations including the Greater Wyoming Valley Chamber of Commerce, the Rainbow Alliance, the Osterhout Free Library, CASA of Luzerne County, Wilkes-Barre POWER!, and Junior Achievement of Northeastern Pennsylvania. Most notably, he served as the Chair of the Rainbow Alliance Board of Directors in 2021 and Chair of the Chamber’s Young Professionals Council in 2022. In recognition of these efforts, Anthony received the Rainbow Alliance’s Inaugural NEPA Pride Champion of the Year Award and the Chamber’s 2022 Young Professional Leadership Award. In 2024, Anthony also received a Change Maker Award from the Chamber at their annual Light Up the Valley event.
Brendan Karolchyk

Brendan is a recent MBA graduate from the University of Scranton’s Kania School of Management, where he concentrated in Marketing and served as Vice President of the campus chapter of Mu Kappa Tau, the national Marketing Honor Society. He is also an Eagle Scout, a distinction that reflects his long-standing commitment to leadership and community service.
Brendan brings experience in social media marketing, event coordination, video production, and website development. At PA Inclusive, he supports brand awareness, digital strategy, and community engagement initiatives. He is passionate about creative storytelling, inclusive outreach, and mission-driven impact.
Matthew Krispin

Matthew, a lifelong resident of northeastern Pennsylvania, has always embraced inclusion and determination. He graduated from Tunkhannock Area High School in 2012 and earned an associate degree in Business Management from Luzerne County Community College in 2016.
Through an OVR Supported Employment contract, he connected with PA Inclusive and was hired as an Administrative Assistant in 2022. He was honored as the inaugural recipient of the PA Inclusive David Galli Achievement Award in 2024 and represented the organization in the Leadership Northeast Core Program in 2025.
Active in his community as a reader at St. Therese’s Church and former Eagle Scout mentor, Matthew also co-chaired PA Inclusive’s Campaign for Inclusion 2023. He enjoys time on his family’s farm, following history and current events, and resides in Centermoreland, PA.
Linda Fluegel

Linda is a resident of Luzerne County with ten years of general HR experience. She joined PA Inclusive in July of 2022 as an Administrative Assistant, focusing on new hire training and client data updates. She holds a Bachelor of Science in Business Management from Moravian University, Bethlehem, PA.
Bob Kenyon

Bob hails from Cocoa Beach, Florida, and grew up during the Apollo moon missions. After a four-year hitch in the United States Marine Corps, Bob entered the hospitality business as a night auditor at Sky Valley Resort in Dillard, Georgia.
Bob returned to Cocoa Beach and began working at a small independent hotel. Through hard work and determination, Bob and his team converted the hotel into an award-winning Choice hotel. Later, Bob and his wife Hope relocated to the nation’s oldest city, St. Augustine, FL, where he managed three Best Western hotels and a Hampton Inn. Finally, due to family considerations, Bob relocated to Pittston in 2020 and was lucky enough to be hired by PA Inclusive as a recruiter to help find compassionate, caring people to work with the individuals we support.
Abrianna Killino

Prior to her current role, Abrianna served as the Youth and Family Coordinator at the Pittston YMCA, where she developed and implemented programs that promoted health, wellness, and community engagement. Passionate about youth development, fitness, and community service, she brings enthusiasm, dedication, and a strong sense of local pride to her professional work.
Joy Kessock
(Berks)

Joy has a master’s degree in family counseling from Liberty University, a bachelor’s degree in Criminal Justice from Elizabethtown College, and a certificate in non-profit management from Berks Community Foundation. Joy has extensive experience working with people with disabilities, beginning over 25 years ago as an aide in the school and home environment.
She then gained experience working as a job coach, para-educator, associate director at a day program, resident advisor in a group home, Im4Q monitor, SIS assessor, and IDD support coordinator. Her most recent experience before coming to PA Inclusive was as a program manager for a transitional home for homeless women and their dependent children, where she was responsible for tracking demographics, grant reports, facility monitoring, housing, and employment. She also has experience as a Girl Scout leader and 2nd-grade reading tutor.
